      That’s a question for a philosopher!

Scientifically, water feels wet because of the way our sensory neurons feel it. Sometimes, the neurons aren’t great at telling things apart. Often, I have a hard time telling the difference between things that are wet and things that are cold.

As Maureen said, that is the way our sensory neurons describe the feeling of water!
